Newfoundland and Labrador held two provincial immigration draws in October, inviting a total of 257 candidates to apply for immigration. The selection rounds took place on October 9 and October 16.

Of the invitations issued, 255 went to candidates through the Newfoundland and Labrador Provincial Nominee Program (NLPNP), while two were issued through the Atlantic Immigration Program (AIP).

After receiving an invitation, candidates have up to 60 days to submit a complete application to the province. Applicants under the NLPNP can apply for provincial nomination, while those under the AIP can seek provincial endorsement.

Once nominated or endorsed, eligible candidates can apply to the federal government for permanent residence (PR).

Moreover, workers already in Canada who receive a nomination through a base Provincial Nominee Program stream may also qualify for a bridging open work permit (BOWP). Under a temporary federal measure introduced on June 9, 2026, eligible applicants do not need to receive an Acknowledgement of Receipt (AOR) for their permanent residence application before applying.

Candidates endorsed through the AIP may qualify for an employer-specific work permit valid for up to two years.

How Newfoundland And Labrador’s Selection Process Works?

Foreign nationals interested in immigrating to Newfoundland and Labrador through the NLPNP or AIP must:

  • Meet the eligibility criteria for the AIP or an NLPNP stream
  • Submit an Expression of Interest (EOI) profile
  • Receive an invitation to apply through an upcoming draw
  • Apply for nomination or endorsement within 60 days of being invited
  • Receive a provincial nomination or endorsement certificate following approval

Candidates who receive a nomination or endorsement certificate can then apply to the federal government for permanent residence.

The province selects candidates according to its immigration priorities. These include employment in healthcare, jobs in areas outside major urban centres, and graduation from a post-secondary institution in Newfoundland and Labrador.

These priorities help the province select candidates who can support its workforce needs and contribute to local communities.
