Newfoundland and Labrador invited 75 foreign workers through two provincial immigration draws held on November 2 and November 4, 2026. The selected candidates can now take steps towards obtaining Canadian permanent residence (PR).

The province issued 74 invitations through the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and one invitation through the Atlantic Immigration Program (AIP).

Candidates who received an invitation have 30 days to submit a complete application for provincial nomination (NLPNP) or endorsement (AIP). If their applications are approved, they can apply to the federal government for permanent residence.

Foreign workers living in Canada who receive an NLPNP nomination may also qualify for a Bridging Open Work Permit (BOWP) after submitting their PR application.

However, candidates endorsed through the AIP cannot apply for a BOWP. They may instead qualify for an employer-specific work permit that is valid for up to two years.

The following table shows how invitations were distributed across the two latest draws:

Date Of Draw Invitations Issued: NLPNP Invitations Issued: AIP
Nov. 4 24 1
Nov. 2 50 N/A

With the November 4 selection, Newfoundland and Labrador has now held four draws in 2026 that included only one AIP invitation.

The table below compares the November 2 and November 4 draws with earlier provincial selections held in 2026:

Although most of the province’s 22 draws in 2026 included candidates from both immigration programs, six rounds issued invitations only through the NLPNP.

As of November 4, Newfoundland and Labrador had issued 3,232 invitations in 2026. Of these, 2,824 went to NLPNP candidates, while 408 were issued to AIP candidates.

How Newfoundland And Labrador Selects Immigration Candidates?

Newfoundland and Labrador uses an Expression of Interest (EOI) system to manage applications under both the NLPNP and the AIP.

Candidates who qualify for the AIP or an eligible NLPNP stream can submit an EOI profile. The province reviews each EOI profile in the relevant candidate pool.

Candidates must have a valid job offer to qualify for either program.

The province periodically holds immigration draws and invites selected candidates to submit applications for provincial nomination through the NLPNP or endorsement through the AIP.

A temporary measure currently requires invited candidates to respond within 30 days. This is shorter than the usual 60-day response period.

Candidates whose applications are approved receive a nomination or endorsement certificate. They can then apply for permanent residence through Immigration, Refugees and Citizenship Canada.

The province considers several priorities when selecting candidates. These include people working in the healthcare sector, those employed outside major urban centres, and graduates of local post-secondary institutions.

Newfoundland and Labrador also provides a broader list of selection priorities through its Expression of Interest Model (EOI) Prioritization Criteria.
