Immigration, Refugees and Citizenship Canada (IRCC) allows certain applicants to request urgent handling of their proof of citizenship applications when the certificate is needed for education in Canada.

Why Does This Matter For Students?
The number of proof of citizenship applications has increased since Bill C-3 came into effect on December 15, 2025.
The law removed the first-generation limit that had stopped some people born outside Canada from passing Canadian citizenship to their children.

- A letter explaining why urgent handling is needed and how it is connected to the applicant’s education; and

IRCC reviews urgent requests before deciding whether they meet the requirements.
An urgent request does not guarantee that the certificate will be issued before the start of a semester or another education deadline.
A complete application is also important. IRCC does not handle incomplete applications, even when urgent handling has been requested.
Canadian Citizenship May Reduce Tuition
Canadian citizens generally pay domestic tuition rates at Canadian colleges and universities instead of international student rates.
The difference can be significant, especially for students studying in Canada for several years.
However, tuition rules can vary by province and institution. Some provinces may charge a different rate to students who are not considered provincial residents, even if they are Canadian citizens or permanent residents.
Quebec, for example, can have different tuition rates for students who are not residents of the province.
Students should therefore check the rules of the school before assuming that Canadian citizenship will automatically provide the lowest tuition rate.
There is also an important timing issue.
A person may already be a Canadian citizen under Canadian law, but a school may still require official proof of that status before applying a domestic tuition rate.
If the citizenship certificate has not arrived, the institution may continue to treat the student as an international student.
Students facing this situation may need to contact their school’s admissions or international student office. After receiving a citizenship certificate, the school may be able to explain whether a different tuition rate can apply in a later semester or academic year.

Education is not the only reason that may qualify for urgent handling.
IRCC also considers other situations where a person may face serious difficulty without a citizenship certificate.
These include:
- Avoiding harm or hardship linked to race, religion, nationality, sexual orientation, gender identity, or membership in a particular group
- Bringing a minor child with a Canadian parent to Canada
- Resolving a case of statelessness
- Travelling because of a death or serious illness in the family
- Giving up foreign citizenship by a set deadline
- Starting or keeping a job
- Accessing social benefits, including health care
Each request is reviewed separately. A request does not mean that urgent handling will be approved.
Applicants must also meet the normal requirements for proof of Canadian citizenship.
Some Applicants Have Received Certificates Quickly
The urgent option has already helped some applicants receive their citizenship certificates much faster than the standard route.
Some LGBTQ Americans, for example, have reported receiving their certificates within only a few weeks after requesting urgent handling.
However, these cases do not mean that every urgent request will receive the same result.
The final decision depends on the reason for the request, the supporting documents, and the applicant’s individual situation.
Canadian Citizenship Offers Other Benefits
Canadian citizenship can provide benefits beyond lower tuition.
Canada and the United States allow dual citizenship. This means eligible Americans who become recognized as Canadian citizens do not generally have to give up their American citizenship.
Canadian citizens also have different rights while studying in Canada compared with international students.

What Can Applicants With Canadian Ancestry Do?
People who believe they may already be Canadian citizens through family ancestry can apply for a Canadian citizenship certificate to confirm their status.
The application requires documents that show the connection between the applicant and the Canadian ancestor.
These records can include birth certificates, marriage certificates, name-change records, citizenship documents, and other official records.
The documents need to clearly connect each generation in the family line.
For students planning to study in Canada, checking citizenship eligibility before the start of a study program can be especially useful.
A person who qualifies as a Canadian citizen may not need to apply for a study permit and may also have access to domestic tuition rules, depending on the school and province.
