Manitoba issues PR invitations to skilled foreign workers. The province continues its efforts to welcome skilled foreign workers through its Provincial Nominee Program. In its latest draw, the province focused on applicants residing outside Canada who demonstrate a strong connection to Manitoba.
Held on May 15, the draw resulted in the issuance of 62 Letters of Advice to Apply (LAAs) under the Skilled Workers Overseas stream of the Manitoba Provincial Nominee Program (MPNP).
Among the invited applicants, eight had an active Express Entry profile and a valid job seeker validation code.
The lowest-ranked applicant invited in this round had a score of 626.
Only those who had submitted an Expression of Interest (EOI) and were selected under a strategic recruitment initiative were considered for this particular draw.
Eligibility For Manitoba’s Skilled Workers Overseas Stream
This immigration stream provides a pathway to permanent residency for foreign nationals living outside Canada who can prove a well-established connection to Manitoba. Eligible applicants must meet one of the following criteria:
- They have the support of close family members or friends residing in Manitoba
- They previously studied or worked in the province
- They were issued an Invitation to Apply by the MPNP under a Strategic Recruitment Initiative
Each form of connection has its own set of specific eligibility requirements.
In addition to demonstrating a connection to the province, applicants must score at least 60 out of 100 points on Manitoba’s assessment grid. This points system evaluates five key factors:
- Adaptability
- Age
- Education
- Language proficiency
- Work experience
Manitoba’s Strategic Recruitment Initiatives

These initiatives are tailored for employers facing challenges in filling positions with local talent and include the following requirements:
- Employers must meet established eligibility standards for the positions being filled.
- They must also complete Manitoba’s required ABC Recruitment process.
Once approved, employers can recommend international applicants who meet the MPNP’s selection criteria, including factors such as age, language proficiency, educational background, and work history.
To be considered under these initiatives, applicants must have a long-term or full-time permanent job offer in Manitoba and must express a genuine intent to settle in the province.
Applicants planning to live outside the Winnipeg Metropolitan Region receive priority consideration.
It’s important to note that individuals cannot apply directly for this stream based on self-assessed eligibility. Only those identified by the MPNP as part of the strategic recruitment initiatives are eligible to participate.
