Newfoundland & Labrador issues invitations via EOI-based draws. The province held two draws on May 8 under the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Pilot (AIP), resulting in a total of 328 invitations.
The EOI-based system, introduced on February 19, 2025, has now become the standard intake method for both the NLPNP and AIP, streamlining the process and allowing the province to better manage its nominee selection.

Newfoundland & Labrador issues invitations via EOI-based draws. On May 8, Newfoundland and Labrador held its second round of invitations using the EOI process. The draw invited candidates under both the NLPNP and AIP pathways.

This follows the first draw under the new system, which occurred on April 3 and saw 256 ITAs issued.
Due to a reduction in provincial nomination allocations in 2025, Newfoundland and Labrador—like many other provinces—saw its numbers halved. However, the province successfully negotiated an additional 1,000 spaces, bringing its total 2025 allocation to 2,525.
How The New EOI Process Works?
To apply through Newfoundland and Labrador’s immigration programs, candidates must now first submit an EOI through the province’s online immigration Accelerator system. EOIs stay valid in the pool for 12 months.
Once an ITA is issued, candidates have 60 days to submit a full application. It’s important to note that an ITA does not guarantee nomination—candidates must still prove admissibility to Canada and meet all program criteria.
Candidates outside Canada applying to either NLPNP or AIP must have an invite code from a potential employer. Those already in Canada with valid temporary status applying to NLPNP are exempt from this requirement.
