Quebec sends invitations through PSTQ across multiple streams, i.e., on December 4, Quebec invited more than 1,870 candidates to apply for permanent selection under the Skilled Worker Selection Program (PSTQ).
This was an important selection round because it came after a three-month pause, with no invitations issued during that time. The province used this round to invite candidates from all four PSTQ streams, showing that Quebec is actively working to fill labour shortages across many sectors.
The invitations were issued through the following streams:
- Stream 1: Highly qualified and specialized skills
- Stream 2: Intermediate and manual skills
- Stream 3: Regulated professions
- Stream 4: Exceptional talent
All invited candidates were selected from the Arrima expression of interest bank. The extraction of profiles took place on December 1, 2025, at 3:00 p.m.
Overview Of The December 4 PSTQ Draw
This round focused strongly on candidates who:
- Already live and work in Quebec
- Have experience in manufacturing, healthcare, construction, and skilled trades
- Have French-language skills, which remain a key requirement for Quebec immigration
- Are willing to live outside the Montréal Metropolitan Community, especially in regions facing worker shortages
Below is a detailed breakdown of each stream and the requirements used by Quebec to invite candidates.
Stream 1: Highly Qualified And Specialized Skills
On December 4, Quebec invited 605 candidates under Stream 1 of the PSTQ.
These invitations were split between:
- Candidates living anywhere in Quebec; and
- Candidates living outside the Montréal Metropolitan Community, mainly linked to manufacturing jobs
Requirements For Candidates Living In Quebec
Candidates living in Quebec received invitations if they met all of the following conditions:
- Had a score of 781 points or higher
- Primary occupation was in NOC TEER 0, 1, or 2
- Did not plan to work in a regulated profession listed by the Minister
- Had at least 12 months of eligible work experience in their main occupation in the last five years
- Completed an eligible Québec diploma program:
- Minimum 900 hours at secondary vocational or college level, or
- At least 30 university credits
- Demonstrated French level 7 or higher in oral comprehension and level 5 or higher in written comprehension
- Demonstrated French proficiency for an accompanying spouse (if applicable) at level 4 or higher (oral)
Additional Rules For Candidates Outside Montréal
Candidates living outside the Montréal Metropolitan Community had to meet all the same criteria above and should have a primary occupation related to the manufacturing sector
For these candidates, the minimum required score was 644 points or higher.

Stream 2: Intermediate And Manual Skills
Under Stream 2, Quebec invited 604 candidates on December 4.
This stream focused mainly on hands-on workers in manufacturing, food processing, construction, and related industries.
Requirements For Candidates Outside Montréal
Candidates living outside the Montréal Metropolitan Community were invited if they met the following conditions:
- Primary occupation classified under NOC FEER 3, 4, or 5
- No plan to work in a regulated profession listed by the Minister
- French proficiency of level 5 or higher in both oral skills
- French proficiency for an accompanying spouse (if applicable) of level 4 or higher
- At least 24 months of work experience in the last five years
- At least 12 months must have been in Quebec
- Score of 573 points or higher
- Primary occupation related to the manufacturing sector

- Research
- Arts
- Sports
Eligibility Requirements
Invited candidates met one of the following sets of conditions:
- Held a positive opinion from a Ministry partner in a targeted field
- Had at least 36 months of work experience in their main occupation in the last five years

- Held a document confirming an achievement listed on the Ministry’s List of Exceptional Accomplishments
- Had education equal to a doctoral degree in Quebec
- Had at least 36 months of experience in the last five years
