Quebec targets skilled workers in regulated professions, i.e., Quebec has recently invited candidates to apply for permanent selection through its Skilled Worker Selection Program (PSTQ).

This marks the first time the province has specifically focused on candidates in the regulated professions stream since launching PSTQ draws earlier this year.

Details Of The Latest Draw

On August 14, the Ministry of Immigration, Francization, and Integration (MIFI) invited 275 applicants to apply for permanent selection under the PSTQ’s regulated professions stream.

To be considered, candidates needed to meet these requirements:

  • A minimum score of 766 points
  • Reside in Quebec at the time of invitation
  • Plan to work in a regulated profession under FEER categories 0, 1, or 2
  • Possess French language skills at level 7 or higher in speaking and listening, and level 5 or higher in reading and writing;
  • If accompanied by a spouse, the spouse needs to demonstrate level 4 or higher French ability in speaking and listening, based on the Échelle québécoise des niveaux de compétence en français or an equivalent standard.

Understanding The Regulated Professions Stream

The regulated professions stream is designed for foreign workers whose main occupation is included on the official List of Regulated Professions maintained by MIFI. Moreover, these professions require specific licensing to practice in Quebec.

There are two categories within this list:

  • Fully Regulated Professions: All related jobs are regulated (e.g., mechanical engineers).
  • Partially Regulated Professions: Only certain roles are regulated (e.g., criminologists within the social sciences field). In such cases, eligibility may depend on the exact role and could fall under Stream 1, 2, or 3.

Some trades, like carpentry, are regulated only when performed within the construction sector.

Required Documentation

To qualify, candidates must hold at least one of the following documents issued by Quebec’s regulatory authority for their profession:

  • Authorization to practice the profession in Quebec
  • Proof of partial or full recognition of training or diploma equivalence, issued within the past 5 years.

Recognition of equivalence confirms that a candidate’s training or education matches Quebec’s standards for that profession. While this proof does not immediately allow the individual to practice, it represents a crucial step toward obtaining full authorization in Quebec.
