Steinbach announces RCIP priority sectors and jobs. Recognized as Manitoba’s third-largest city, Steinbach is taking proactive steps to attract skilled workers and address local labour market needs through this employer-driven immigration pathway.
The designated area for Steinbach’s RCIP includes several surrounding communities. These are located within the rural municipalities of Ste. Anne, Piney, and La Broquerie, along with the urban districts of Landmark and Vita.
The RCIP offers a direct route to permanent residency for foreign nationals who secure a valid job offer from a designated employer within these communities. Besides the job offer, candidates must also meet other eligibility requirements set by the pilot program.
Steinbach’s Chosen Priority Sectors
Each participating community under RCIP is allowed to select five priority sectors to focus on. Steinbach has identified the following sectors as its top priorities for the pilot:
- Sales and Service
- Health
- Trades and Transport
- Manufacturing and Utilities
- Education, Law, Social, Community, and Government Services

Why Priority Sectors & Professions Matter For RCIP?
For an employer to participate in the Steinbach RCIP as a designated employer, they must operate within at least one of the identified priority sectors. Furthermore, the job offer extended to a foreign national must correspond to one of the approved NOC codes listed above to be considered eligible.
Although Steinbach has not disclosed its nomination allocation, the Steinbach Economic Development (SED) office has clarified that it will issue up to five recommendations per intake period, based on a first-come, first-served approach.
The intake period will begin on the first day of each month and close on the 15th, or earlier if seven applications are received. Additionally, the SED will limit recommendations to a maximum of one per NOC code each month and two per calendar year for each NOC code.
However, exceptions apply to specific NOC codes. The following codes are not subject to the monthly and yearly limits: 31102, 31301, 32101, and 33102.
It is also important to note that within the Food Service Supervisors category (NOC 62020), job offers from fast food establishments will not be eligible under this program.
Apart from sector and occupation eligibility, applicants must fulfill additional RCIP requirements. These include criteria related to work experience, language proficiency, educational qualifications, and proof of settlement funds.
Foreign nationals who meet all conditions, secure a job offer, and obtain a recommendation certificate from the SED will be eligible to apply for permanent residency through the federal government.
