Sudbury announces priority jobs for RCIP & FCIP programs. Under these pilot programs, designated employers in priority sectors will be able to support their foreign workers in eligible professions to apply for permanent residence.

These pilot programs apply to Greater Sudbury, a city in Northeastern Ontario and the largest city in Ontario by land area, encompassing both the urban center and surrounding rural communities like Killarney, St. Charles, and Noelville.

Sudbury is one of the few Canadian communities participating in both immigration pilots. As per recent reports, the City of Greater Sudbury has received 525 nomination slots for the Rural Community Immigration Pilot (RCIP) and 45 slots for the Francophone Community Immigration Pilot (FCIP) in 2025.

In addition, to support a permanent residence application under either of the pilots, employers in eligible sectors must be designated by a local economic development organization.

Only employers within these priority sectors will qualify for designation and gain the ability to hire foreign workers under the RCIP.

Alongside being designated, job offers made to foreign workers must also fall under one of Sudbury’s listed priority occupations for RCIP eligibility.

The RCIP serves as a direct pathway to permanent residence for foreign nationals who can help alleviate labor shortages in designated rural communities across Canada (excluding Quebec). In 2025, over 14 communities are participating in the RCIP.

To qualify, foreign nationals must hold a valid job offer and fulfill criteria concerning work experience, education, language proficiency, and settlement funds.

Moreover, each participating community in the RCIP has the liberty to identify five key sectors eligible under the program.

The FCIP is specifically tailored for foreign nationals with intermediate proficiency in French who hold a job offer in one of the priority professions listed above.

In addition to the job offer, eligible foreign nationals must meet requirements related to work experience, language skills, education, and settlement funds.

Moreover, employers must submit an application on behalf of the foreign national they wish to employ. The first intake window for both RCIP and FCIP applications is from June 23 to June 27. To qualify for this intake, employers must submit a complete Employer Designation Application by June 12.

Once selected, applicants can use a recommendation form to apply for permanent residence through the federal government. Additionally, applicants can be eligible for a temporary work permit while their permanent residence application is under processing.

Only one other community, Timmins (also in Ontario), has made public its FCIP sector and occupation list so far. In total, six communities are participating in the FCIP pilot nationwide.
